Navayuga Engineering Company Ltd. (NECL) has been announced as the lowest bidder for the construction of the 13.45 km Thane Coastal Road project, located north of Mumbai, Maharashtra.
This six-lane expressway, overseen by the Mumbai Metropolitan Region Development Authority (MMRDA), will connect Kharegaon Toll Naka on the Mumbai-Nashik Highway (NH-160/old NH-3) with Gaimukh on Ghodbunder Road (MH SH 42). The project includes the construction of three new creek bridges to enhance connectivity with the upcoming 126 km Virar–Alibaug Multi-Modal Corridor.
The Thane Coastal Road project received final approval from the Maharashtra Coastal Zone Regulatory Authority (MCZRA) in August 2023. The road will be 40 meters wide, featuring a 120-meter-long creek bridge and an 8.11 km elevated viaduct that passes through 10.0377 hectares of mangroves.
The Detailed Project Report (DPR) for this project was prepared by Technogem Consultant, with Tata Consulting Engineers (TCE) serving as the Peer Review Consultant for the DPR.
MMRDA invited bids for the project in June 2024, with an estimated budget of Rs. 2597.91 crore and a four-year completion deadline, which includes a two-year defects liability period (DLP).
Technical bids were opened on July 15, revealing three bidders. However, Ashoka Buildcon's bid was found to be technically non-compliant with the tender's conditions and was disqualified.
Financial Bid Details:
Navayuga’s bid of Rs. 2799 crore is 7.73% higher than MMRDA’s estimated budget of Rs. 2597.91 crore. The bid is expected to be accepted by MMRDA’s tender committee after final negotiations.
The Thane Coastal Road project is designed to serve as an alternative bypass to Ghodbunder Road, aiming to divert traffic—particularly commercial goods traffic—away from entering Thane city.
On the northern side, the project will connect to the 5.5 km Gaimukh–Fountain Hotel Tunnel project, for which bids have recently been invited. Phase 2 of the Thane Coastal Road project will extend the expressway further south from Kharegaon to Anand Nagar in Kopri.
