Twelve civil engineering firms submitted bids in June 2024 to construct Package BBC-03 of Bhubaneswar Metro’s Phase 1 project. This package will link Trisulia Square to Biju Patnaik Airport through 20 elevated stations.
Package BBC-03 spans 7.122 km on the southern end of the 26 km Line-1, connecting Capital Hospital to Acharya Vihar Square. The route includes six elevated stations: Capital Hospital, Bapuji Nagar, Bhubaneswar Railway Station, Ram Mandir Square, Vani Vihar, and Acharya Vihar Square.
The Delhi Metro Rail Corporation (DMRC) invited bids for this project in March 2024, estimating the cost at Rs. 630.65 crore with a 36-month completion timeline. Technical bids were opened on June 19.

DMRC’s Brief Scope: Part Design and Construction of Elevated Viaduct and Six Elevated Stations viz. Capital Hospital, Bapuji Nagar, Bhubaneswar Railway Station, Ram Mandir Square, Vani Vihar and Acharya Vihar Square (excluding Architectural finishing) from Chainage 625.00 m to 7747.00 m of Bhubaneswar Metro Phase-I MRTS.
The bids are currently under evaluation, a process that may take a few months. Once completed, the financial bids of the technically qualified bidders will be opened to determine the lowest bidder and most likely contractor.
Package BBC-03’s construction will be funded entirely by the Government of Odisha and the Bhubaneswar Metro Rail Corporation Ltd (BMRCL). The tender documents mention this as a “Non-JICA funded work,” indicating that the Japan International Cooperation Agency is in advanced discussions with BMRCL for a loan to fund part of the project, most likely for systems components like rolling stock, signaling, and telecommunication.
Technical bids for packages BBC-04 and BBC-05 (Acharya Square – KIIT Square – Phulapokhari) were also opened on June 19. Further details will be provided once available.
