Three consulting firms have recently submitted their bids for the Detailed Design Consultant (DDC) contract BCDD-02 for the Bhubaneswar Metro Phase 1 project. The Delhi Metro Rail Corporation (DMRC) opened the technical bids in late May.

This contract's scope is divided into two main parts. The first part focuses on the Phulapokhari Depot, which will service the 26.04 km Line-1 between Biju Patnaik Airport and Trisulia Square, and its Operational Control Centre (OCC). This includes architectural, electrical & mechanical (E&M), traction, and civil works. The depot construction, part of Package BBC-02, was recently awarded to M I A Construction on June 14.

The second part of the contract involves proof-checking the substructure (viaduct), special span (likely over the Indian Railways’ line on Barang Road), stations, and the 750V DC traction & power supply works for Line-1.

DMRC invited bids for this consultancy contract in March 2024, estimating it at Rs. 22.20 crore with a 36-month completion timeline. Technical bids were opened on May 22.

The leading bidders, which may include joint ventures, are:

  • Ayesa India Pvt. Ltd.
  • Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT)
  • STUP Consultants Pvt. Ltd.

The DMRC's brief scope for the DDC includes architectural and building services, E&M, traction works, and civil works for the depot and OCC building. It also covers proof-checking of the substructure for the viaduct and special spans, along with the superstructure and stations for Phase-I of the Bhubaneswar MRTS from Biju Patnaik Airport to Trisulia Square. Additionally, it includes the 750V DC traction and power supply works for the elevated station, depot, and RSS works.

The technical bids are currently under evaluation, a process that can take a couple of months to complete. Once this evaluation is finished, the financial bids of the technically qualified firms will be opened to determine the lowest bidder and most likely consultant.
